Rules reference
Volleyball rules, the quick version — with the source behind every line.
The rules as the table needs them during a match: sets and rally scoring, the serving order and rotation, substitutions, the libero, time-outs and the interval, lineups, cards, and what the official book records. Each line links the source it paraphrases.
NFHS (high-school) rules are the baseline in Massachusetts and New Hampshire. Each state modifies a few details (side switch in the deciding set, JV formats, sub limits) and club volleyball (USAV) differs on more — so the preset your league chooses in the Table's Rules sheet always wins over the defaults here.
- A varsity match is the best three of five sets. Non-deciding sets are played to 25 points and the deciding set to 15, each won by at least two points with no cap. States may allow best two of three, in which case every set goes to 25.State/level: NHIAA sub-varsity plays THREE sets regardless of the result (sets 1–2 to 25, set 3 to 15); MIAA JV formats are set by league, best-of-3 is the norm.NFHS/NCAA/USAV rule-code comparison
- Rally scoring: every serve (other than a replay or a re-serve) ends in a point for one team. When the receiving team wins the rally it scores, gains the serve and rotates one position clockwise.NFHS scoring handbook (VolleyWrite)
- Coin toss before the match: the visiting captain calls; the winner chooses to serve or receive only (the home team picks its bench and side for set 1). Before a deciding set the R2 tosses at the table, the home captain calls, and the winner may choose serve, receive or side.NFHS/NCAA/USAV comparison, items 62–64
- NFHS default: teams do NOT change courts during a deciding set. Massachusetts modifies this — MIAA varsity teams MUST switch sides when a team reaches 8 points in the deciding set.State/level: NHIAA follows the NFHS default (no switch) unless a league says otherwise.MIAA modifications of the NFHS volleyball rules
- By state adoption teams may stay on the same bench for the whole match instead of changing courts between sets; when they do, the line judges switch sides between sets.NFHS 2024-25 rules changes (5-9-2b NOTE)
- The let serve plays on: a serve that touches the net and continues over is live.NHIAA 2026-27 Volleyball Policy & Procedures
- Each team has two 60-second time-outs per set, requested by the head coach or the playing captain by voice or hand signal. A third request is unnecessary delay (an administrative yellow, then red = point).State/level: the 2016-17 change turned the third-time-out penalty from an automatic loss of rally into the delay-card ladder — see Sanctions.NFHS 2022-23 rules changes (11-2-1)
- The R2 whistles and signals the time-out; the timer starts the clock when the teams leave the court, the R2 whistles a warning at 45 seconds and the horn sounds at 60. If both teams are ready early the R2 whistles and has the horn sounded at once.NFHS time-out mechanics (2017-18 change)
- The interval between sets is 3 minutes, timed from the R1's whistle sending teams to their benches; one intermission of up to 5 minutes total may replace the interval between sets 2 and 3. The R2 gives a double-whistle warning with 2:30 (4:30) left and lineups for the next set are due with 1:00 left.State/level: the warning moved from 2:45 to 2:30 for 2026-27 (5-5-3b(21)).NFHS 2026-27 volleyball rules changes
- The server has 5 seconds from the R1's beckon to contact the ball (8 in USAV/NCAA). One re-serve per player per term of service is allowed when the toss is caught or dropped; a second is a loss of rally.NFHS/NCAA/USAV comparison, item 91
- Injury: the R1 stops play for a replay. If the player cannot continue the coach may substitute, make a legal libero replacement, or use a remaining time-out; only when none of those is available may the R1 grant a special injury time-out of up to 3 minutes.NFHS/NCAA/USAV comparison, item 32
- Since 2022-23 the table no longer sounds the horn for a wrong server or an illegal libero replacement — the scorer tells the R2 at the first dead ball.NFHS 2022-23 rules changes
- Six court positions numbered counter-clockwise from the server: 1 right back (server), 2 right front, 3 middle front, 4 left front, 5 left back, 6 middle back. Positions 2–4 are the front row; 1, 5 and 6 the back row.Overlap / rotation guide
- The lineup sheet fixes the serving order (I–VI) for the set. On each side-out the team that won the serve rotates one position clockwise and the player who was in right front becomes the server.NFHS scoring handbook (VolleyWrite)
- Alignment is judged only at the instant of service contact: each front-row player must be nearer the centre line than the corresponding back-row player, and each left/right player nearer their sideline than the middle of their row; the server is exempt. An overlap is illegal alignment — loss of rally and a point.Overlap rule summary
- New for 2026-27: a bench player who enters the court during play is illegal alignment (6-4 PENALTIES 1c), and serving-team players may not raise their hands above their heads until the served ball passes the net (6-5-1).NFHS 2026-27 volleyball rules changes
- Wrong server: the scorer waits for service contact (the right player may swap in during the 5 seconds), then tells the R2 at the first dead ball. Loss of rally; points known to have been scored by the improper server are cancelled if the fault is found before the opponent contacts its next serve — after that, no cancellation.State/level: the same treatment applies to any illegal player on the court (an illegal sub or libero replacement).Improper server — NFHS 6-3 Penalty 2 discussion
- Lineup check: on request the scorer reads the current server and the order that follows ("current server in right back is #11, followed by 8, 4, 2, 16, 12").NFHS scoring handbook (VolleyWrite)
- A team may make 18 substitutions per set; every entry counts one regardless of the player. A libero replacement is not a substitution.State/level: USAV club allows 12. MIAA JV contests have NO substitution limit (Handbook 83.1.1).NFHS/NCAA/USAV comparison, item 80
- A substitute requests entry by stepping into the substitution zone (between the centre line and the attack line on the table side) or the head coach asks verbally. One substitution request per team per dead ball, even when a time-out is granted; subs are administered after the time-out, not during it.NFHS/NCAA/USAV comparison, items 76, 83
- The R2 whistles twice, signals, and authorises entry; the scorer records the sub and the R2 must not return the court to the R1 until the scorer has confirmed the substitution is legal.NFHS 2025-26 points of emphasis (lineup / scoring)
- Re-entry is unlimited, but a player may re-enter only in the position in the serving order they previously occupied; both players in a sub pair are locked to that position. Any number of different players may enter one position.MSHSL scorer & libero tracker instructions (rev. 7/2026)
- The scorer tells the R2 when a team uses its 15th through 18th substitution so the R2 can inform the coach, and must flag a 19th sub, a re-entry into a second position, a disqualified or exceptionally substituted player re-entering, or a player not on the roster.NFHS scoring handbook (VolleyWrite)
- Exceptional substitution (10-3-6), for an ill or injured player when no legal substitute exists: first a teammate who has not played or who played that position, then any legal bench player except the libero, and last the libero (the team then finishes the set without one). The replaced player may not return that set.NFHS 2020-21 rules PowerPoint (OSAA)
- After the lineup is submitted but before play begins, the head coach may substitute for a listed starter rather than start with a penalty.NFHS lineup procedures
- New for 2026-27: a team may designate zero, one or two liberos per set on the lineup sheet; only one may be on the court at a time and the designation may change every set. If none is listed when the set begins, none may be used that set.NFHS: libero rules adjusted (2026-27)
- The libero wears a top that clearly contrasts with teammates; from 2026-27 the bottoms may be any colour, and two liberos may wear different colours.NFHS weekly interpretations, 19 Aug 2026
- Replacements are unlimited and are not substitutions. The libero may replace any back-row player and may be replaced only by the player they replaced, through the libero replacement zone (the sideline between the attack line and the end line) while the ball is dead and before the beckon.KHSAA libero rules summary
- There must be at least one completed rally between two libero replacements, except when the libero's next action is to serve.NFHS/NCAA/USAV comparison, item 86
- The libero may serve, in one position of the serving order per set. Once a libero has served in a position, that is the only position from which any libero may serve that set — with two liberos, both and the position player share the same slot.NFHS weekly interpretations, 19 Aug 2026
- The two liberos may exchange with each other; the tracker records nothing for an exchange. A replacement and an exchange may occur in the same dead ball only when the libero is moving directly to serve.NFHS weekly interpretations, 19 Aug 2026
- Restrictions: the libero may not complete an attack when the ball is entirely above net height, may not block or attempt to block, and a teammate may not attack above the net a ball the libero set with an overhand finger pass from on or in front of the attack line.KHSAA libero rules summary
- An injured libero is replaced by the player they replaced; the coach may then re-designate any substitute as libero later in the set (the injured libero cannot return that set) or, with two liberos, continue with the other. A disqualified libero is replaced the same way; a team with one libero plays on without one.NFHS 2026-27 volleyball rules changes
- Penalty (changed 2025-26): an illegal libero replacement identified before service contact is unnecessary delay (yellow, then red = point); identified after service contact it is illegal alignment (loss of rally and a point). Teams may self-correct before the beckon.NFHS 2025-26 rules changes (10-4 PENALTIES 1)
- The libero tracker is a separate person from the scorer, seated beside them, supplied by the host — no tracker, no libero. The tracker writes an L after the number of the player the libero replaces and the number again when that player returns (the "6 L 6" sandwich), crosses off numbers only for a substitution, triangles the position where the libero served, and reports the libero's status to the R2 at every time-out.KSHSAA libero tracker duties
- The roster of all team members goes to the R2 at the prematch conference (NFHS deadline: 10 minutes before the end of the timed warm-up). Massachusetts does not require rosters to be submitted to the officials.State/level: MIAA modification: no roster submission.NFHS 2020-21 roster submission changes
- The written lineup lists the six starters' uniform numbers in serving order (I–VI), the playing captain marked "C", and the libero number(s) — up to two from 2026-27, or "X" for none. Opponents may not see it.NFHS 2022-23 rules changes (7-1-2c)
- Deadlines: set 1 — 2 minutes before the end of the timed warm-up (Massachusetts: 3:00 on the pre-match clock); later sets — 1 minute left in the interval. Late lineup = unnecessary delay (yellow), escalating to red (a point) if still missing when the set should start.State/level: MIAA regular-season clock: 20:00 coaches/captains meeting, 13:00 visitor court, 7:00 home court, 3:00 lineups due, 1:00 benches, 0:00 introductions.NFHS/NCAA/USAV comparison, items 65–66
- A lineup submitted early may be changed freely until the deadline; after that a change is a charged substitution once the starters have been checked. An injured starter is replaced before the set without penalty; a libero number nobody wears is corrected without penalty.NFHS lineup procedures
- Since 2025-26 the R2 may check the starters from the coach's submitted sheet instead of a separate lineup card.NFHS 2025-26 rules changes (5-3-2b)
- Unnecessary delay is administrative and charged to the team — the R1 holds the card against the opposite wrist. First in a set: yellow, a warning. Second in the same set: red, loss of rally and a point. It resets every set. Triggers: late lineup or roster, a third time-out request, an illegal substitution request, an illegal libero replacement before service contact, a slow return from a time-out or interval.NFHS/NCAA/USAV comparison, items 38–39
- Unsporting conduct is individual and carries for the match — the card is held head-high. Yellow: warning, no point. Red: loss of rally and a point; the head coach must remain seated for the rest of the match after a red or a second yellow.State/level: MIAA modification: coaches are not required to sit after a misconduct card.NFHS/NCAA/USAV comparison, items 33–35
- Red and yellow held in separate hands is disqualification for the rest of the match plus a point; the player must be legally substituted (the libero may not be used). NFHS has no separate expulsion level.NFHS/NCAA/USAV comparison, items 33–35
- New for 2026-27: props in bench celebrations are unsporting conduct (12-2-8m); a coach or attendant entering the court during play remains a conduct violation.NFHS 2026-27 volleyball rules changes
- Book notation: YUD / RUD for delay cards, YC #12 / RC #12 / DQ #12 for conduct cards, always with the score (team at fault first). A red card is scored like a rally won by the opponent — the point is circled.NFHS scoring handbook (VolleyWrite)
- The scorer records the lineups in serving order, the first serve, every point (a slash for a point won on serve, a box for a point won on a side-out, a circle for a penalty point, a triangle for a point won on a libero serve), a dash-bar at the end of each term of service, subs as S in/out (Sx for the receiving team), time-outs with the score, replays (R) and re-serves (RS), and cards and injuries in Comments.State/level: MIAA uses NCAA-style notation: a circled RS marks a re-serve, and the R2 is not required to initial the sheet.NFHS scoring handbook (VolleyWrite)
- At every time-out the scorer reports time-outs used, checks the scoring rows against the running score and the scoreboard, and reconciles sub counts with the libero tracker; after each sub the scorer signals the R2 "ready"; at the end of each set the R2 reviews and initials the sheet.MSHSL scorer & libero tracker instructions (rev. 7/2026)
- The 2024-25 rules book added scoring best practices as a point of emphasis and a suggested prematch protocol with timed warm-ups.NFHS 2024-25 rules changes
- Electronic scoring: New Hampshire allows an electronic scoring system without a paper backup for regular season and post-season matches (the device must be kept at the table to count as the official or secondary book); Massachusetts allows electronic scoring in tournament play with a manual backup in place.State/level: MIAA tournament format, section F.4 — see Sources.NHIAA 2026-27 Volleyball Policy & Procedures
- Table order in New Hampshire: timer, home/official book, libero tracker, visiting book — at most five people, at least one adult, no phones at the table, no swapping personnel during a set, everyone there 20 minutes early.NHIAA 2026-27 Volleyball Policy & Procedures
- Points scored and stat lines are what coaches report to MaxPreps: sets played, kills, attack errors, attempts, hitting %, assists, aces, service errors, digs, solo and assisted blocks, receptions.MaxPreps volleyball stat definitions
- The first referee (R1) on the stand runs the prematch conference and toss, beckons every serve, judges ball handling, signals every rally result and administers all cards. The second referee (R2) on the floor by the table manages time-outs and substitutions, checks lineups before each set, watches the net, centre line and back-row/libero faults, and verifies the book.NFHS/NCAA/USAV rule-code comparison
- The host school secures, instructs and trains the two line judges (flags: in, out, touch, antenna, foot fault, view blocked); they stand at diagonal corners and switch sides between sets when the teams stay on their benches.NFHS 2026-27 line judge signals
- Massachusetts: two officials per match (2026-27 fees $104 varsity / $79 sub-varsity); no high-school student may line-judge in tournament play, and officials keep the book and track the libero from the state semifinals on.MIAA volleyball tournament format
- New Hampshire: two NHIAA-registered officials for every varsity match, on the floor 30 minutes before the start; table personnel 20 minutes before.NHIAA 2026-27 Volleyball Policy & Procedures
- A practical guide to recruiting and training line judges — the FLATS mnemonic (foot fault, line, antenna, touch, stand), make the call then chase the ball, signal every call.KSHSAA: securing & training line judges
- Substitutions: USAV allows 12 per set; NFHS allows 18.NFHS/NCAA/USAV rule comparison 2024
- Liberos: USAV designates up to two for the whole match on the set-1 lineup; NFHS (2026-27) designates up to two per set and may change them every set.NFHS: libero rules adjusted (2026-27)
- Serve: 8 seconds in USAV, 5 in NFHS. NFHS allows one re-serve per player per term of service; USAV has no re-serve.NFHS/NCAA/USAV rule comparison 2024
- Deciding set: USAV switches at 8; NFHS does not by default (Massachusetts does by modification).MIAA modifications of the NFHS volleyball rules
